Mexico NOM certification

 


Certification Introduction


NOM is the abbreviation of "Normas Oficials Mexicanas", the official standard of Mexico. The standard is based on the Federal Law of Mexican Metrology and Standards (LFMN), which implements a system of market regulation. This system requires that all products under control must comply with the NOM standard and be labeled with the NOM mark in order to be distributed in the market.


NOM (Normas Oficiales Mexicanas) mark is a mandatory safety mark in Mexico, products with the NOM mark to show that the product is in compliance with the relevant standards.


For electrical and electronic products, the following departments are responsible for testing and certification related to NOM.


ANCE: The scope of certification covers all household appliances such as air conditioners, televisions, lighting products, etc.

NYCE: The scope of certification covers all telecommunications products, video and audio equipment and data processing equipment.


The holder of this certification must be a locally registered company in Mexico, responsible for the quality, maintenance and reliability of the product. However, in special cases, the primary certificate can be held by a Chinese company, but there must be a local Mexican company holding the secondary certificate; only the certificate held by the local Mexican company can be used for customs clearance. The product test report must be issued by a laboratory accredited by the Mexican Laboratory Audit Organization, and submitted by the accredited laboratory to the relevant Mexican authorities for issuance of the certificate. The certificate is valid for one year and must be reapplied for testing within one year after being certified in order to maintain the validity of the certificate.


Mutual Recognition with North American Certification


The Mexican government published a new resolution in the Official Gazette on August 17, 2010, confirming the equivalence between the three Mexican NOM standards and the corresponding standards of the United States and Canada. Therefore, for the following electrical and electronic products imported into Mexico, as long as the application of the North American certification mark (such as: UL, CSA, ETL, MET, etc.) can enter the Mexican market, without the need to apply for NOM certification.


Product Scope


The NOM mark covers more than 2,000 product categories, and the NOM standard is set in the following areas: safety, health, environmental protection, communications, information, energy efficiency, etc. The NOM mark covers most electrical and electronic products, such as: information technology equipment, audio and video, household appliances, power supplies, lamps and other products with potential risks to health and safety. Electronic products with voltage higher than 24V belong to the scope of compulsory certification, while electronic products with voltage lower than 24V belong to the scope of voluntary certification.

Application Process

Mexico COFETEL certification (IFTEL)

 


Certification Introduction


COFETEL full name Comisión Federal de Telecomunicaciones Mexico Federal Telecommunications Commission, is both the name of the certification and control body, all access to the Mexican public telecommunications network and radio equipment (including most digital products) are required to obtain accreditation. This accreditation is divided into two types: temporary and permanent.


In September 2013, the Mexican Federal Telecommunications Commission COFETEL was replaced by the Mexican Federal Telecommunications Institute (IFETEL, Federal Telecommunications Institute). Since then, IFETEL will be responsible for the testing and type approval process required for all equipment imported by Mexican telecommunications, and COFETEL no longer exists. IFETEL will retain the same numbering system as the parent model and the same series of approval certificate numbers for the Mexican Telecom type approvals already done through COFETEL.


Product Range


All access to the Mexican public telecommunications network and radio equipment (including most digital products) are required to obtain approval.


Application Process

3. Qualified certification body will review the test report and issue the IFTEL certificate.


Logo requirements


COFETEL does not have a special logo, all IFETEL system under the approved products should be marked as follows.


1. For the entire wireless product, the logo "IFETEL: xxxxxxxxxxxxx"

2. For host products containing approved modules, the logo "This product contains an Approved module, Model No. xxxx, IFETEL No. xxxxxxxxxxxxx"

Mexico Energy Efficiency Energy Certification

 


Certification Introduction


Energy Consumption Label Mexico


On September 11, 2009, the Mexican Ministry of Energy and the Ministry of Consumer Affairs jointly issued a statement requiring all manufacturers, importers or distributors of electrical and electronic products that involve energy consumption to register.


The following year, the Mexican Ministry of Energy and the Ministry of Consumer Rights published a list of products for which energy labeling is mandatory, including electrical appliances and fuel-using products, with a total of 186 items, such as gas stoves, air conditioners, refrigerators, washing machines, electric fans, etc.


The mandatory energy labeling program began on September 10, 2011. The Mexican government will impose a fine of approximately US$100,000 per model on the manufacturer, importer or distributor of the product if the product is not labeled according to the regulations.


Energy Efficiency Label Mexico


The Mexico Energy Efficiency Label is often confused with the Energy Consumption Label, but in fact the products covered and the testing standards are different. The Energy Efficiency Label covers a much wider range of products than Energy Efficiency. The issuing agency for energy efficiency certification in Mexico is ANCE (Asociación de Normalización y Certificación), which is under the control of CONUEE, the Mexican Ministry of Energy.


Currently, energy efficiency tests must be conducted in local laboratories in Mexico and cannot be completed in China.

2. Products controlled by Mexico Energy Efficiency Label: household and commercial refrigerators, freezers, air conditioners, washing machines, lighting products, water heaters, etc.


Application process


1. The customer prepares samples and information and submits the application to Waltek

2. Qualified laboratory will conduct the test and issue the test report after the test is completed

3. Qualified issuing organization will review the test report and issue the energy efficiency certificate.


Label requirements

The label must be yellow in color, as shown below. The label must be affixed to the product and the outer packaging, if the product size is insufficient, it can be added to the outer packaging and displayed on the manual.

The label must show the energy consumption per hour, such as watts per hour, kilowatts per hour.

The label information must contain at least the energy consumption, quantity, units, etc., and must be clearly visible.
