Certification Introduction

INMETRO (The National Institute for Metrology, Standardization and Industrial Quality) is the acronym of the Brazilian National Institute for Metrology, Standardization and Industrial Quality (INMETRO), which regulates the INMETRO certification covering safety and energy efficiency. INMETRO is both a mandatory certification mark and the national certification body in Brazil, responsible for the supervision and audit of its authorized certification bodies and laboratories, as well as the implementation and development of the Brazilian standard certification system.

At present, the certification bodies include TUV, SGS, UL, BV, NCC, ITS and other institutions, and there are about 534 qualified laboratories. Most of the product standards in Brazil are based on IEC and ISO standards.

Decree 371

Initially, the certification did not cover household electrical products. However, with the increase in the import of household appliances, on December 29, 2009, the Brazilian government issued Decree 371, which added a wide range of household appliances to the compulsory certification list. According to the requirements of the decree, since July 1, 2011, household and related categories of electrical products (such as kettles, irons, vacuum cleaners, etc.) sold to Brazil must be compulsorily certified by INMETRO.

When domestic factories and traders apply to the Brazilian certification body, they must provide the Brazilian importer or agent as the local legal representative (legal representative) for INMETRO certification. This representative will be responsible for the products entering the Brazilian market, providing after-sales service for consumers, handling consumer complaints, etc.

According to the Decree 371 of December 29, 2009, home appliances sold in Brazil and subject to IEC 60335-1 & IEC 60335-2-x standards must comply with the requirements of the Decree. For manufacturers and importers, the decree provides a three-phase schedule for implementation. The specific schedule is as follows:

From July 1, 2011 - Manufacturers and importers shall produce and import only certified equipment.

From July 1, 2012 - Manufacturers and importers shall only sell certified equipment to the retail/wholesale sector.

As of January 1, 2013 - Retail/Wholesale can only sell certified equipment.

Product Scope

Currently, there are two types of product certification in Brazil: mandatory and voluntary. Products subject to mandatory certification include: appliances and similar products, pumps, fluorescent lamps, toys, wires and cables, switches, plugs and sockets, circuit breakers, electronic ballasts, etc.; voluntary products include IT/AV products, power tools and other products. As of December 2014, the compulsory certification covers 113 kinds of products.

Application process

1. Customer sends samples to Waltek laboratory, Waltek issues test report

2. At the same time, apply to the issuing organization for the first factory inspection, including the audit of the factory and the Brazilian buyer

3. After the test and factory inspection are completed, the certification body will issue the INMETRO certificate based on documentary audit and after the audit is passed.

Certification Mark

Products that comply with Brazilian standards and other technical requirements must be marked with the mandatory INMETRO mark and the mark of an accredited third-party certification body, which is placed on the product nameplate or packaging with the issuing body code (OCP) in order to enter the Brazilian market. ANATEL certification in Brazil

Certification Introduction

ANATEL is the regulatory body for telecommunications and radio equipment in Brazil, headquartered in Brasilia. ANATEL certification is mainly for telecommunications products, which are divided into three categories, one of which is the most stringent control, in addition to the need to accept the qualification laboratory testing, and factory inspection requirements (accept ISO9000 certificate).

Before obtaining ANATEL formal approval, the applicant must apply to the ANATEL-approved Certification and Assessment Bodies (CABs) for a product conformity statement COC, and apply for a CoC based on the test report and product information, and obtain the certificate issued by ANATEL only after preparing the appropriate documents through the CABs. Please note that the manual and nameplate are only accepted in Portuguese.

Product range

Type I: Terminal devices connected to FSTS through endpoints; devices connecting private telecommunication networks to the FSTS network; devices providing value-added services for the purpose of connecting to the FSTS network. For example, common products such as cell phones and lithium batteries.

Type II: Any equipment that uses radio not covered by Type I, such as low-voltage devices, unauthorized equipment and antennas.

Type III: Any equipment not covered by Type I or II that is regulated by ANATEL's rules and regulations.

Application Process

1. Customer submits samples and information to Waltek

2. Send the sample to the qualified laboratory for testing and issue the test report after the test is completed

Brazilian noise level declaration (SELO RUIDO)

Certification Introduction

Inmetro Decree No. 105 of May 31, 2004 establishes the mandatory use of SELO RUÍDO in the following noise-prone appliances. SELO RUÍDO aims to provide consumers with information on the noise emitted by home appliances, making it possible to choose quieter products in the same situation and encouraging the manufacture of products with low noise levels.

Application Process

Brazil Energy Efficiency Certification PBE/ PROCEL

Certification Introduction

Energy Efficiency Labeling Program (PBE)

The Brazilian Labeling Program (Programa Brasileiro de Etiquetagem, PBE) originated from an agreement signed in 1984 between the Brazilian Ministry of Industry and Trade and the Brazilian Electrical and Electronic Industry Association (ABINEE), with the intervention of the Ministry of Mines and Energy. It became a mandatory energy efficiency labeling program under the National Law on Energy Conservation and Rational Use of Energy, enacted in October 2001, and Law 4059, enacted in December of the same year.

Similar to the EU Energy Label, the Brazilian PBE Energy Efficiency Label contains information such as the manufacturer's name, trademark, product model number, electricity or water consumption, and product characteristics, in addition to the energy efficiency rating (from A, the highest energy efficiency rating, to G, the lowest energy rating). Testing must be done by a local laboratory in Brazil authorized by INMETRO and cannot be done in China. In addition, the application must be made directly to INMETRO by the legal Brazilian agent or the actual importer.

National Program for Electricity Energy Conservation (PROCEL)

The PROCEL mark is part of the PBE mark. 1985 saw the adoption of Resolution No. 1877, which launched the National Program for Electricity Energy Conservation (PROCEL), followed by the Presidential Decree of December 8, 1993, which officially launched the PROCEL program, which was proposed by the Ministry of Mines and Energy (MME) and coordinated by INMETRO, and now belongs to the Brazilian Electricity Company (ELETROBRÁS).

The PROCEL mark, a subprogram of the PBE program, is a certification mark for energy efficiency. The PROCEL mark is a certification mark for energy efficiency, which means that electrical products achieve the best level of energy efficiency and consume less energy. The mark is awarded annually as part of the PBE to electrical products that have achieved a higher energy efficiency rating and meet the legal requirements.

Participation in the PROCEL program is voluntary, and participating organizations and manufacturers will test products for energy efficiency. After the products are tested, the governing body will develop a standard based on the results and then classify the equipment according to the standard, and these tests will be conducted periodically and the standard will be updated. In accordance with the current best performance on energy consumption standards, the appliance that has been tested and judged to be the best performer in its category will receive the PROCEL certification mark. After a period of implementation or review, there will be up to 25% or more energy efficient products in each category. The PROCEL program thus contributes to the implementation of the energy efficiency labeling program by establishing a measurement methodology base. the PROCEL program is valid until December 31 of the year in which the certificate is issued, and there is no need to redo product testing after the certificate expires, as long as it is renewed. However, for some devices, the validity period is 365 days from the date of authorized use. In accordance with the requirements of the National Energy Conservation and Rational Use of Energy Act, the PROCEL mark voluntary certification program began to be transformed into mandatory certification.

Product Scope

Products controlled under the PBE program include: refrigerated cases, freezers, ceiling fans, air conditioners, washing machines, gas stoves, gas water heaters, electric showers, incandescent and fluorescent lamps, ballasts, centrifugal pumps, and other products.

PROCEL mark control products include: solar bathing appliances, window / split type air conditioners, freezers, fluorescent lamps, sodium lamps, sodium lamp inductive ballasts, full / semi-automatic washing machines, high-performance / standard three-phase induction motors, single / double door / frost-free refrigerators, low / high pressure solar thermal storage tanks, televisions and ceiling fans and other products.

2. Waltek sends the samples to the qualified laboratory for testing and issues the test report

3. Brazilian importers apply directly to INMETRO for energy efficiency registration based on the test report
